Put most of your effort in the Needs Assessment and document everything along the way. All your efforts will not go unnoticed, even if what you do is not implemented. What you put in up front will pay dividends for you on the backend. Trust me, your documentation and approvals along the way will be your friend. There is so much one learns about an individual, the organization, the culture, when a proper Needs Assessment is conducted.
